Research into the properties and methods of protecting people from the effects of the latest generation of nerve paralytic chemicals

Annotation:

Subject of the project is research of properties and possibilities of protection against the latest generation of highly toxic compounds with nerve paralytic effects of the O-ethyl-N-diethylaminoethylideneaamidofluorophosphate type, also referred to as A-234, (hereinafter group A) usable in terrorist attacks and as a potential chemical weapon. The project will examine toxicity of substances, effectiveness of existing antidote protection, verified and proposed procedures for detection and identification and decontamination.

Project name:

PROACTIVE - Preparedness against CBRNE threats through common approaches between security practitioners and the vulnerable civil society

Annotation

The main goal of the PROACTIVE project is to increase CBRN incident preparedness and response through better harmonization of procedures between different categories of professionals and a better understanding of the needs of vulnerable groups of citizens. Thus, to identify behavioural problems associated with responding to a CBRN incident and possible shortcomings in existing practices and tools of experts with respect to vulnerable groups. Improve real-time communication and collaboration with new tools, such as mobile applications, for better situational awareness and better response coordination.
Test of a combination of selected tools in joint field exercises that intentionally involve a diverse population (vulnerable citizens and unskilled employees). Provide people-centred recommendations on EU standards for the integration of CBRN technologies and innovations that are better adapted to the needs of all citizens.

Demonstration of intelligent decision support for pandemic crisis prediction and management within and across European borders - ‘STAMINA’

Annotation:

STAMINA develops an intelligent decision support toolset for pandemic prediction and management and demonstrates its use by practitioners at national and regional levels within and across EU borders. The STAMINA toolset enables national planners and first responders to anticipate and respond to the “known-unknowns” in their daily effort to enhance health security. Main functionality of the toolset includes:

• Real-time web and social media analytics aiming at public trust monitoring and flagging possible disease outbreaks
• POCT and smart wearable diagnostic devices for first line screening
• Predictive modelling of pandemic outbreak and its impact, along with decision-making support in implementing mitigation strategies,
• Early Warning System
• Crisis management tool defining the roles and actions of key actors during crisis management
• Scenario Generation tool for creation of training scenarios
• Common Operational Picture as the main interface of the solution enabling timely and coordinated response The toolset is accompanied by a set of Guidelines on effective implementation of risk communication principles and best practices in cross-organisational preparedness and response plans.

The use of the STAMINA toolset will be demonstrated through 12 national and regional small-scale demonstrators and one large-scale cross-border simulation exercise involving all consortium partners.

Project name:

Decontamination of forces and devices in case of suspected occurrence of risky and high - risk biological agents - DEKOVRAT

Annotation:

To provide units of the Fire and Rescue Service of the Czech Republic and the Czech Armed Forces with a wider range of experimentally verified options for decontamination of forces (intervening persons in PPE), material means and packaging surfaces for highly infectious biological samples and waste contaminated with biological materiál in which it is not possible to wait until the occurrence of a (high) risk agent is ruled out due to the risk of delay. The most resistant form of biological agents is used to simulate contamination - spores of a non-pathogenic simulation agent that are difficult to resolve. The experiments are performed in standardized and real operating conditions (in the field). The current methodology of decontamination from biological agents was verified according to sheet L8 BŘ JPO, which is a valid procedure used in the Fire and Rescue Service of the Czech Republic and the Czech Armed Forces. Alternatives to the current methodology are tested (eg various disinfectants, exposure times, influence of external factors). The use of funds from the FRS and the Czech Army units ensures the most realistic design and results. The basis of the experimental design is the determination of statistical hypotheses and the provision of sufficiently large (statistically significant) sets of measurements. Defining control mechanisms to ensure the validity of results and methodically minimizing false-negative and false-positive results, cultivation processes and interpretation of results ensures the accuracy of the results. Part of the project is to verify the influence of the human factor on the implementation of decontamination by involving members of the Czech Fire Rescue Service and the Czech Army.

Protection against radioactive, chemical and biological substances

Annotation (research subject):

IRS units can move in places where ionizing radiation contamination has occurred during seemingly normal activities, eg when extinguishing a fire after detonating a so-called dirty bomb. Depending on the expected activities of rescuers, it is necessary to equip them with suitable types of ionizing radiation indicators. IRS units must also be equipped with means of individual protection, which will fulfil the purpose of protecting persons from dangerous substances, but will not cause excessive heat of body, so as not to endanger the life of rescuer himself. During a rescue operation, a situation may arise that requires transport of the affected person for treatment without the possibility of his decontamination. For these purposes, a special means of transport suitable for both chemical and biological impact is necessary. A special task is to secure "sensitive" buildings from chemical or biological contamination through ventilation systems

DG ECHO – Study of the applicability of VR/AR technologies in the area of civil protection in the Czech Republic

Annotation

The one-year project "Study of the applicability of VR / AR technologies in the area of civil protection in the Czech Republic", financed by the EU - the Union Civil Protection Mechanism (UCPM), Single Country Grants for Disaster Risk Management (“Track 1”), was successfully completed on September 1, 2021. The grant was provided by the General Directorate for European Civil Protection and Humanitarian Aid Operations (DG ECHO).

As a part of the project, 3D applications were created in the field of firefighting documentation including tools especially from VR area, for their use in training members of the Fire Rescue Service of the Czech Republic. The final report describes in more details and then evaluates the VR / AR / MR solutions in terms of their practical application in the areas of competence of FRS CR. The ambition of this report is to provide insight into the addressed issues and to serve as a basic background document for determining the azimuth of further development.
