Flood situation in the Czech Republic

Intensive rainfall in whole area of the Czech Republic cause rapid increase of river levels. During Saturday evening 1 June 2013 small rivers and after that also bigger rivers start to overflow. Third level of flood activity were reached in Pilsen Region, South-Bohemian Region, Middle-Bohemian Region, Královéhradecký Region and Ústecký Region. Translation: Iva Brejzová 

Intensive rainfall in whole area of the Czech Republic cause rapid increase of river levels. During Saturday evening 1 June 2013 small rivers and after that also bigger rivers start to overflow. Third level of flood activity were reached in Pilsen Region, South-Bohemian Region, Middle-Bohemian Region, Královéhradecký Region and Ústecký Region.
 
Immediately after origin of first emergencies fire-units were deployed, including units of Integrated Rescue System. From 8.00 on 2nd June 2013 there is announced central coordination of rescue and clean-up operation coordinated by MoI – General Directorate of Fire and Rescue Service of the Czech Republic which fulfill and coordinates needs of stricken regions.
 
Czech government announced emergency state from 21.00 SEC on 2 June 2013 for 7 regions (South-Bohemian, Pilsen, Middle-Bohemian, Liberecky, Kralovehradecky, Ustecky, Prague) which is half area of the Czech Republic. Situation is coordinated by Minister of Interior and Central Crisis Staff.
Rescue flood operations are operated by Fire and Rescue Service of the Czech Republic and fire-units. On the whole area of the Czech Republic 3748 emergencies were operated by fire units (professional and volunteer). There are seven dead person in a total as a result of floods.

All regions cope with disaster by their own means. Within central coordination of rescue and clean-up operations MoI – General Directorate of Fire and Rescue Service of the Czech Republic centralize resources from non stricken regions and from Rescue Unit of FRS CR.
 
Situation in regions:
 
Middle-Bohemian Region
 
There are third levels of flood activity on the rivers of Vltava, Berounka, Labe and Sazava. The situation worsened in the city of Kralupy nad Vltavou. Village has been evacuated. Also the situation in Melnik city is getting worse. Some of the villages in the region has been also evacuated. There is still need of rescue operations and the water pumping. Berounka River has already culminated.
 
Prague
 
Due to the culmination of Berounka River, there is less possibility of water flow regulation of Vltava river. We expect that the water flow will reach 3300 m3s-1 this morning. Prague made a preventive measures for hundred year water level. Underground is closed but there is no water in the stations.
 
FRS units are intervening and pumping with High Capacity pumps. There are also some areas evacuated.
 
Southbohemian Region
 
State of emergency is announced for 13 villages. 744 people were evacuated from the affected area.
Vltava River has culminated there and we expect culmination on the rivers of Lužnice and Nežárka today
Rescue operations are still continuing.
 
Pilsen Region
 
The third level of the flood activity was announced in the region. Citizens from the dangerous areas were evacuated. We expect that the water level will decrease today.
 
Královéhradecký Region
 
46 villages are affected by floods. Warning and evacuation of citizens is still running. There are 2 people dead due to the flood. There is 5100 people in danger. The flood activity is on 11 rivers. We expect the raise of water level on the Cidlina River. On the dam “Les Království” the water level is decreasing. 
 
Ústecký Region¨
 
5 329 people have been evacuated. The water level of Labe River is still raising and culmination is expected today in the evening. Rescue operations are still in need.
 
 
Liberecký Region
 
There has not been any evacuation or rescuing of citizens. The Integrated Rescue System is ready to be deployed in case of need. We expect the decrease of water levels.
 
Deployed units from other regions:
  • Water pumping units from Vysočina Region, Pardubický Region and South-Moravian Region,
  • Flood Rescue Module using Boats (WASAR) from Moravian-Silesian Region.
  • Ground forces and resources for evacuation from Rescue Unit of FRS CR.
  • Pyrotechnics from FRB of South-Bohemian Region, Olomoucký region and Rescue
  • High capacity pumps MCS 1500 and MCS 400.

 
MoI – General Directorate of the Fire and Rescue Service of the Czech Republic is in direct contact with Crisis Staff of all stricken regions, Czech Hydro-Meteorological Authority and with Common Operation Centre of Ministry of Defence.

According to the Central Alerting Plan other resources from Czech Army and Czech Police were activated:
  • Czech Army is ready provide assistance in Prague (330 soldiers).
  • Ground brigade in Bechyne, Rescue company Rakovnik are ready to be deployed immediately after the request,
  • Helicopters of Czech Police and Czech Army are prepared at the airport in Prague and Prerov.

The Czech Republic is currently able to cope with disaster and do not request any assistance from abroad. But we are monitoring the offers from other countries.
